Permissions are not sticking to public folder / users not able to get in to the folder at all at times

     We have a user that loves to use the public folders in MS Outlook for all of their departments information. As you could imagine, that department's folder has gotten pretty packed with files and sub-folders over the years.

     This folder is no longer allowing users to add folders or permissions; and often times permissions get out of line and won't allow users who have permission in files to open them. I believe the overall size coupled with the amount of sub folders within sub folders has caused this issue. 

     The department head does not want to make a new, second, folder and just migrate files over. I have seen issues like this on our file server when there was just too much information to keep sorted, but I was just wondering if there is a way to keep the user's files in the single folder and correct the permissions issue.

It may help to add that the administrator can add folders in the Exchange admin center.
